The master plan for the WCLS provided a comprehensive view of needs of 9 existing branch libraries and the central services facilities. The district service area is Whatcom County excluding the area of the City of Bellingham.

The study included site specific and a global review of the facilities; a building systems needs assessment and an operational program for all 9 existing branches. A broad review of the entire district revealed 2 growing population centers that could support 2 new branch libraries.

The final plan included a preliminary schematic for each existing and new branch facility including cost projections and construction schedule.
